I have website ideas. Try to find a programmer to partner with me or do I just need to learn PHP, MySQL, etc?

Ok, I’m always thinking of interesting website Ideas, and some I think could actually be monetized. It wouldn’t take a lot of work to get an early version of one of my ideas out the door just to see how the public takes to it. I can design the website and even do the HTML and CSS, but I really need someone who knows PHP, MySQL, etc.

Is it realistic to try to find a good PHP, MySQL programmer who would want to partner with me and devote some time to a side project?

I know ideas themselves are really not worth a whole lot, but I’m confident I could execute my idea really well if I just had a programmer to work with me on it.

Or should I just try to learn the programming languages myself, even though the actual programming aspect is not what I really want to do. The problem with this is that I’m more interested in the design, UI, idea execution aspect and I don’t want to devote a ton of time to learning programming languages only to find out my ideas are nothing special.
